He could have, but it would not have changed the conditions under which the serfs lived and died.
The bigger issue would be whether or not WWI could have been avoided, which slaughtered millions of peasant conscripts for nothing and created intense feelings against the monarchy.
My feeling is that the war could not have been avoided. Politics would not have changed, nor would have various treaty obligations and national fears over the military goals of other nations.
At best, the Revolution might have been delayed a few years, but I doubt it. Neither the Czar nor the aristocracy were at all interested in the welfare of the peasants.
