At c400 CE, the Greek peninsula was under the sway of the Eastern Roman Empire. The crisis of the 3rd century and other disasters drastically reduced the population. By 400 CE, the population was probably on a recovering trend, and I'd stand at maybe 1.5 million for the territory that includes all of modern Greece. The main cities were Thessaloniki, Larissa, and Athens. There were several other prosperous cities, but nothing too large in terms of population.

The orange marks around the diocesis Daciae and Macedoniae indicates Visigothic practical control, as this other version of the map indicates: http://www.roman-emperors.org/big400.htm - http://www.roman-emperors.org/big400.htm , with the adjective visigothorum.

Around that time, the Visigoths were rolling through Greece plundering cities. Sparta was sacked in 398 but Athens was not drastically harmed.
