I know many people have opinions on this but I wanted to know what you guys think. Myself I am a massive roman history buff but I understand why people might not agree that there empire was the best so I am open to any answers. I think they where the best because even though they did not have the largest empire like the Mongols or did not build there empire as quick as say Alexander but it was at its Hight longer then any other and when you look at there goldarn age and how wells structured it was it seems clear to me. So what do you think ?

what do you mean by "greatest"/"best"?
Roman empire had some good/great things, some which others didn't have. But it also had some bad things:
"they make a desert and they call it peace".
"neurotic Rome".
cruel crucifixion; throwing christians to lions; gladiator games (see Telemachus).
Had slavery/slaves, plebs.
History is not a linear progression with modern man at the peak; history is cyclical.
Atlantis was pretty great, but they also became corrupt/decadent.
In some cases "the further back we go the higher the culture".
Also "greatness" may be relative to the times each culture is in.
These ants here are pretty great.
All that humans have is not from themselves/creation but from above/creator, we all have part of God in us. The greatest are those that are "as above, so below", in harmony with laws of nature/God/history.

To answer your question, there are so many areas to look at to determine who was greatest. we need look at all kinds of areas such as land mass, population, military, leadership, government structure, wealth, foreign relations, and last I'll list comparison to other nations in time period. Feel free to name others. knit the parts all together.

As for my answer, I would have to say the Romans' republic and empire developed the best overall nation based on their time period. Excellent size in land mass and eventually after the fall of...well... everyone else, Rome had great control of the Mediterranean for transportation and trade. like most any nation, the politics changed but it sure was able to govern well in territories not just as a massive empire. Uprising happened but Rome's military and government knew how to deal with it.  What is wonderful is that Rome was a nation with a long history.

Now to deal the bias of the positives, here are some things that didnt make Rome so great. Corruption, extravagant spending, civil wars, serial regicide, military upkeep costs, and wars that ended badly for Rome.

Here are some competitors on my list in the time era (no particular order)
Alexander's Empire + Diadochi era 
China (Qin and Han dynasties) 
Sassanids (226-651)
Mauryan Empire c340 BC- 181BC
