I got this from an state sale. It is about 1 inch/2.5 centimeters tall.
For some reason it looks to me as a cavalry item or accent, for an uniform. 
Maybe empire? the work detail is amazing, I imagine is hand made.

Eagle definitely Mexican. Position and both eagle standing on cactus
