On August 18, 1572, Henry of Navarre, a Protestant, married Margaret (Marguerite) de Valois, sister of King Charles IX of France.    
Henry's marriage was part of a plan to help quell the French Wars for Religion..     
He was forced to convert to Roman Catholicism on February 5, 1576.     
Why was Henry not forced much earlier to become Catholic?

He was in a tight spot and converted to save his life. He reverted to Protestantism once he escaped.

You have the dates wrong. It was in 1572 that he promised to become Catholic. It was in February 1576 that he abjured Catholicism. In 1593, for political reason, Henry once more renounced Protestantism and converted to the Catholic faith.
