It's difficult not to go with Neville Chamberlain, but Lord North runs him pretty close for Britain.
All the Luxembourg prime ministers I know anything about were reasonably OK. The worst ruler was undoubtedly Grande-Duchesse Marie-Adelaide who was deposed in 1919.

Not to be rude...but what proof of this do you have may I ask? I highly doubt that Iran will be invaded, even if they continue their nuclear program the most the can probably expect are air strikes and special forces taking out nuclear facilities. If it is invaded it would be a joint UN effort in my opinion.
And Syria...why would we need to invade them? That would only gather support for a nation which has mostly lost credibility due to their playing with Lebanon. I think we will probably leave them in that position.

You listed dictators and tyrants. Dicators very often commited crimes, crimes against humanity. It is some kind of special cases and I think that we shouldn't compare Stalin or Slobodan Milosevi with other presidents or prime minister like Chamberlain, or Schrder. These are separates subject- "worst president and prime minister"- which governed in democratic way and "dictators or tytants"

Why? Schroder often said that he would be ready to compromise and he was. He guite good represented German- especially in Poland, Schroder made many for relationschip between Poland and Germany. Also in UE he in decently way represented his country, and busines of Germans. Even torward the end his term, over busines of Europe he dealed with Russia about gas pipeline in The Baltic Sea.
