I would say Rome Total War with the Rome Total Realism Mod. It makes the game much more historically accurate and makes the game harder.

Medieval Total War with the XL Mod is still the best to me. There is an older one I still have a soft spot for: Lords of the Realm.

    the best strategy game i've played was Imperialism...it's old and there aren't many people out there who know this game.

    Red Alert was heaps of fun back then, but it's not a strategy game...it's a game of tactics....same as warcraft.
