   In the fall of 9 A.D,in the Batlle of the Teutoburg forest,A rminiu-then 25 years old- nd his alliance of german tribes annihilated a Roman army(3 legions)totalling about 30,000 men commanded by Varus.

when the news arrived to the empror Octavian he shouted (Varus restore my army).

Aftermath the Romans never again attempted permanent conquest of any territory on the right bank of the Rhine.

If they did there was a chance to win?

Yes, the Romans would have stood a fairly decent chance to conquer all of Germany, given a strong military leader. The Germans were formed of tribes, which sometimes formed loose confederacies, sometimes were innimical to each other. That's rather similar to pre-conquest Gaul or Britannia, so I'd say that a shrewd general/politician could have done it. The key really was the rewards to be had out of a conquest.  Gaul was much richer than Germania, as far as the Romans were concerned, puls the climate in Germania was not to the Romans liking.

 Rome had the ability if circumstances had allowed it to conquer Germany, it would have been the biggest undertaking the empire would have ever done though.

 Itd of required hundreds of thousands of men, dozens of legions and exceptional leaders to conquer, hold and romanize the new provinces, with the potential gains it simply wasnt worth that big an effort.

 Besides Rome had good natural frontiers, the Rhine and the Danube why extend to a place were their wouldnt be such favourable natural defences?

 I do think though that when Rome ceased conquering its decline was sealed, you cant have an empire that size forever it needs new energy it needs to expand and grow, when that ceased it was only a matter of time before the barbarians chose the right time to invade and tipped the roman empire into anarchy.

 Perhaps Rome should have kept alive the dream of an ever expanding empire in order to A, keep the legions busy fighting wars rather than sitting around on frontier duty B, destroy major external threats and C, to avoid complacency.

A tomb now suffices him for whom the world was not enough.

The Varus defeat is overrrated. Affcourse it was a significant victory but most of people seems to forget that Varus wasnt a military commander. For some reasons Romans belived that Germania is already conquered and instead sending there someone with military skills they sent a lawyer as governor. Even worse was the fact that Varus was a wolf who was treating the people whom he was supposed to rule as sheeps. He became famous for his exploits when was governing Syria. When came to Germania he was continuing his policy. In eastern provinces people were ready to tollerate evil governor who was overcharging them but Germania wasnt really fully pacificationed and it was noone else but Varus who increased rebellious moods between the Germans. As for loosing the battle in Teutoburg Forest there was no chance that Romans could have win it having commander who knew nothing about war and who was a "fresh" person in Germania.

Later romans could have reconquered Germania but they decided that it wasnt worth the effort and monay.
