Western Huns. Attila used that flag, but in fact, it wasnt called a flag (bayrak) at those times. It was used as a "tugh", a Turkic tradition that have been used even by Ottomans in their tughs and padishah khans' tughras.
That symbol was adopted from Romans. Later the Byzanthines and Seljuks also used those symbols. Seljuks considered themselves like western Huns, so they also used that one.
The Arsakid (Arshakuni) dynasty of Armenia used the double-headed eagle before the Seljuks and Byzantines. It probably originates from Armenia or Mesopotamia.
The Arrano Beltza (Black Eagle), alternative flag/seal of Navarre. It's
still used by some Basque nationalists (in the form of the icon at the
middle: black eagle with white bands over yellow
background).
