Anne of Austria was the wife of King Louis XIII of France.
Though called Anne of Austria, she was the daughter of King Philip IV of Spain.
Why was Anne not referred to as Anne of Spain?

Well as all things that's contextual to an era. She certainly was well known in her environment and throughout the courts of Europe.

Like most of queens in her times. But people rather remember those who ruled France in her times like Richelieu and Mazarinini

Despite increased tensions with the realm, Anne raised old taxes and created new ones to meet the military needs of France.
In doing so she was not afraid to attack some of the privileged members of French society.

well considering their relationship as historically developed and revealed from the evidence...it's both.
