Why Japanese industiral capacity was weaker than that of Germany? especially in R&D.

Why was Japanese industrial capacity weaker? The answer is the very reason why Japan felt the need to expand. Japan is not self-sufficient in industrial resources, like oil for example.

Japan, while having formidable land forces, did not feel the urgent need to develop it to the extent that Germany did. Japan is an island and therefore needs a navy more than an army, which it did. The IJN was arguably the highest quality navy in the world.
