People began to arrive in the americas before the Ice-Age end, most likely around 20,000 years ago by boat from Asia, hugging the coast or pack ice. People then continued to arrive after the Ice went by walking there. So Ice or no ice had little effect on people arriving.

 Sure it did.  It allowed the solutrean culture to use the Atlantic Ice pack to cross to North America approx. 10,000 years before the Asians.
