Which had more influence on the course of European politics between 1814 and 1848: Napoleon or Metternich?

Napoleon had 'released the genie from its bottle' and Metternich spent the period in question trying to put it back, with mixed results.  Arguments exist on both sides.  I assume that the purpose of the exercise is to explore both 'sides', rather than simply coming up with an 'answer'.

Metternich is the founder of the balance of European conservative diplomacy after Vienna Congress. Napoleon spreaded the seeds of liberal and nationalist (i mean seperatist) ideas to the continent; but Metternich's conservatism was triumphant till 1848.

Suppose Napoleon as Hitler of ww2; he won lots of battles but lost the whole campaign at last. Metternich is like Roosvelt or Stalin; cos he obtained what he wanted.
