If one remember the "Cox report"

In that report, American "accused" China were using military convoys to secretly transfer stolen military technologies via Hong Kong.

One of the driver for my brother's company was a serviceman in PLA's Hong Kong branch at the time, he happened to be one of the men involved in this accusation of "military convoy smuggling weapons".

He was actually questioned by the army superiors after the accusations made by "Cox report" which were concerning them, to make sure such allegations are proved to be groundless.

Contrary to the American claims, they were just transporting routine supplies in and out of Hong Kong.

Such report has the effect of instigating fears of "China threat", and at the time diverted focus from American bombing of Chinese embassy in Belgrade to "Chinese threat to American national security".

"The redacted version of the report was released to the public May 25, 1999."

just weeks after the bombing of Chinese embassy in Belgrade which happened in the late evening, May 7, 1999.
