What do people think of Phoolan Devi?

Some of my south asian feminist friends consider her to be a heroic figure, but I have also heard of some Indian Muslims who want nothing to do with her, saying she also massacred Muslims during her rampages.  Does anyone know anything about this?

She did have a number of men shot and killed, over twenty I think. My friend says that she was raped from the age of 11 and that she saw someone who attacked and ordered men to be shot because of it. My mate says she thinks she is a heroic figure but I have some misgivings.
 
I would never be able to condone the killing of innocent people but I think maybe her life before the killing had a great deal to do with why she ordered it.
