What would be the proper response to a nuclear/dirty bomb attack on the U.S. by a terrorist organization?

Any ideas? I'm interested in hearing your responses.

Very logical step. Anybody would like to do the same. In fact the US will do the same even if a rogue state tries to use Nukes not on the US but just decides to use them. The US would need to do this to prevent proliferation of usage of nuke arms.

Well, Saudi Arabian Kamikazes attacked the US and they invaded Iraq. My guess is if a Saudi Arabian dirty bomb went off, they'd invade Denmark or New Zealand this time round.
