The Gallic warriors  definantely had swords as you say, as did the Spanish (even better ones), though the bulk of their armies were peasants levies with improvised farming and hunting weapons.
 
Many armies have issued swords as standard weapons to cavalry. In Europe from the Normans onwards, once homogenised steel was discovered and cheap mass production became possible.
