This dude is the spiritual leader of the Republic and the General Secretary of the CPM(Communist Party of the Matrix).

Comrade Smith is chief operational of the HELMEPA(Matrix's KGB).He is responsible of the internal safety of the Republic from the Capitalists of Zion.
