Hilafet (Caliphate) is uneffective from 13th century to 1924, just like the Papacy is not powerfull now as the medival ages. İf you are looking somthing for cooperation between the contries with İslamic population, there is "The Organisation of Islamic Cooperation" (OIC) (formerly Organization of the Islamic Conference).
