Well, in the first Gulf War they didn't, and Saddam put the wells on fire causing a huge enviromental disaster. It is a tad bit on the suspicious side though.

They didn't conquer Iraq in 1991,  therefore had no responsibility to do the mentioned.

I think the U.S. and the Western countries are always doing things for there own profit.  They may say they wanted to free Iraq of a dictator but really they were there for oil.  It is almost a known fact that the U.S. put in Sadam in the first place ( he had the CIA's help to over throw the previous government).  I dont think the U.S. really learned much from the Archamanid because it seems more like the embrace the ways of the Greeks and Romans.
