May be you mean Samuil.Many foreigners often call Simeon - Samuil and vice versa.Simeon never lost to byzantines.Yes he had some defeats but they werent so devastating and crucial.

Khan Kuvrat of the Onoghur created the first Bulgar empire. Most are familiar with his son Asparukh whom crossed the Danube into the west.
 
I would have chosen Khan Kuvrat aswell, why isn't he on the list? he was one of the great's.
 
From the list I'm gonna have to go for "Khan Krum".
