They did, but lacked the infrastructure and reforms necessary to successfully repel Japanese aggression.

Because there want really an invasion, more of an annexation through diplomacy using a very slow trrop buildup to control the monarch.  By the time people actually realized what was going on it was only partisan bands and not the government that could resist.  It was by no means anything like the invasions of 1590's, it was more like Venice's taking control of Cyprus via using the lands own rulers.

Korea were no match for Japan's military power.

Korea  was rife with infighting. Factionalism paralyzed the  government so nothing could be done  in regards on how to meet the western challenge. Anything that was done was halfhearted, like their attempt to  reform the military(which was a  very weak attempt).  By the time the  Japanese designs became  obvious it was too late(in the 1890's).  Daewongun didn't help matters and Kojong being a kid when he inherited the throne .  Had Daewongun realized that  reform was a must  and  moved in that direction  who knows  maybe Korea could have avoided the worst of the japanese designs on Korea.
