Yes this is the first thing you think but Jalisco is not being biased, this is not accurate.
Mexico's national team is ranked 7th in the world and the only country in the top 10 to be moving up.
Chivas, one of their professional teams is among the best sides in the world and is 100% Mexican.

Don't the Netherlands have a small part of the old Flanders? Albeit small (much smaller than the French Flanders).
