No doubt the Greek are - and have been - a democratic people. But the birth of democracy, IMHO, goes back to Cyrus the Great and the famous "Cylinder of Cyrus" which is the earliest version of a human rights declaration.
In all respect to Cyrus, but "human rights" declaration, does not mean formalized participative governance, which is the essence of Democracy.
