Interesting topic. As someone who knows practically nothing about asian traditions in this area I would appreciate it if someone could tell me more about this. I find it very interesting to learn about different cultures and unfortunately I have to admit that in Sweden we hardly get to learn anything about asian culture, history and religion at school. So plaese, feel free to inform me.

in China, small feet were beautiful and foot binding forced feet to be small
in late Choson Korea, mothers, especially of boys, wore clothes like that

That's not very chaste~!! i guess peasant women dressed like that. Certainly no upperclass Confucian lady wore their chŏgori like that!
Why is that?
Is it for easy access to milk?

Legend has it, footbinding began during the Five Dynasties Ten Kingdoms Era. One of the concubines of the King of Southern Tang was noted for her beautiful feet. Other court women began to emulate her style, and the fashion spread.

What fantasy world do you live in? Han Chinese never commit atrocities? De NILE is such a long river to run through...
Foot-binding was DEFINITELY a Han custom which became prolific during the Song. Manchurian women did not need to bind their feet during the Qing. Neither did the Hakka who lived in villages outside of towns & cities.

I think both foot-binding of China and sexy(?) dresses of Korea have more practical reason behind them apart from how they might have originated. Foot-biding obviously resticts one's mobility, cause pain and even severe deformity, especially for young women whose feet are still growing. It would have stopped them from running fast or travel very far on foot. It's just another way to control them, keep them submissive and ultimately protect their oyster from other eels. I doubt that it was enforced too hard to rural or older women who had to work out in the field or no worries for getting pregnant. It probably was more for the urban upper-middle class debutant types. God bless them.
And the sexy dresses, usually Korean woman's dress is made of two pieces the top and the long skirt, well there can be also many layers of long-johns, underwear style garments. Anyway the outer skirt is held up by getting tied from armpit to armpit covering the breasts. But it is not very convinient when you have to nurse a baby, so I could see them tying up their skirts right below the breats to allowing the easy access for the babies to their food mounds, forthe time being. Anyway it wasn't some special dress to expose their breast. It was how they wore the existing traditonal dress that exposed them.
Also it could be related to their agricultural practice. Often each farming family helped one another in heavy working seasons, like plowing, sowing, harvesting or cleaning the crop since everybody had to do it around same time. Today, everyone from the village work on Kim's rice field, tommorow Lee's , the day after Park's and so on. Women often helped out on the fields when they weren't preparing meals and refreshments for the entire village. Of course this meant taking care of children of the village. I think this might explain the 'Group Photo'. I know it is not uncommon for a lactating Korean woman to feed another woman's baby if that was neccesary. It was kinda prototype of 'It takes a village to raise a child.' philosophy.
Having said all that, I don't know if you'd commonly run into a bunch of Korean woman walking around on the street with their hanging breasts out. I know since Japanese occupation they have used such photos to paint Koreans as uncivilised, barbaric people. It's funny actually that only photos or art works depicting such customs are from Japanese occupation period.
I actually don't have any backings for the any of the claims above. They are just based on my understanding of Chinese/Korean history/culture. I guess my real point was that an aesthetic value in a culture usually have a practical reason behind it which makes it even more interesting.

Oh yes i am HAN Chinese. Whatever that means. i actually prefer calling myself as T'ANG Chinese though, because i'm SOUTHERN, know what i mean?
So QUESTION:
Why do you think footbinding might have originated as a non-Han minority custom? And the mighty Han were stupid enough to adopt it???
Footbinding caused Chinese traditional dance to completely disappear off the face of the earth. That is why traditional Korean & Japanese dance is still so dynamic, whist "traditional" Chinese dance is just a modern Socialist ballet-wannabe construct.
YEAH I LOVE EVERYTHING ABOUT HAN CULTURE. IT'S THE BESTest IN THE WORLD.
