Those pictures of Baal altars look like something drawn in the 18th or 19th century. The pictures seem to come from a mythologized commentary made by a rabbi Rashi in the 12th century, A.D.
The closest thing to anything of the sort found in archaeology that I'm aware of are the horned altars, which were used by Canaanites, Hebrews, and Egyptians. They don't look anything like those pictures (nor anything like the decorations on Artaxerxes' palace). Google "horned altar" if you want to see one.
