It was a ruse; Philip had used up all the money of France, devalued the currency, and (having hid out with the Templars previously) knew the Templars had a huge treasury that he could plunder for his own nefarious purposes. The last Grand Master - DeMolay - was roasted at the stake. As he was cooking, it's said that he said he'd see Philip and Clement "before God" within the year.
