This should be obvious.

But often times it's not. As a general rule the primary reasons a thread might be closed are as follows.

a. Initial violation of the Coc.

b. Argumentative personality conflicts amongst posters, that do not aid in the development of the thread's content or intent.

c. Spammers and trollers attempting ad space theft or deliberate disruption.

d. Ongoing or multiple violations of the Coc as the thread develops.

Who determines this?

As per the Coc the administration/moderating staff.

Although closure decisions are not absolutly final.

The actions necessary to reopen a thread require a 'private pm' directed to the owner-admin for a review. This should include the justification 'why' a thread should be reopened.

If and when that's done the thread ntl, still remains 'closed'. Until the aforementioned determines otherwise.

Only the owner-admin may reverse a staff decision. Consider the above as a staff directive and addition clarification of the Coc until otherwise notified.
