I think it is francis I or Napoleon because francis signed the franco-ottoman alliance which is a big decision for a european monarch. While Napoleon could be called the greatest general in history because of his great military intelligence

Francis I promoted learning and the arts. He invited from Italy Leonardo da Vinci, Rosso, Primaticcio, Benvenuto Cellini, and Andrea del Sarto. He was patron of the poets Marot and du Bellay.     
In 1537, Francis signed the Ordonnance de Montpellier, which decreed that his library be given a copy of every book to be sold in France.      
Early in his reign, Francis began construction of the Chateau de Chambord.
