Does "towards the end of the 18th century refer to 17 something... Or 18....?

I know this sounds like a silly question, but almost everytime I read in a book which mentions a century it always refers to the previous century!

It does indeed mean seventeen hundreds when saying eighteenth century.

Toward the end of the 18th would indeed be 1780 or 90.  I quite often have to stop and think on it myself.

If you've wondered just why the centuries are named in the way they are, consider this. What would you call the century leading up to 100AD, and the previous century going back to 100BC, if they weren't the first centuries AD & BC respectively?
