I personally think Proto Sanskrit was founded in what is central asia near the BMAC complex. The people living there practiced many things that are found in the Rig Vedas. That is the home land of indo aryans. The Rig Vedas themselves were mostly written in what is northern pakistan now. The oldest manuscripts of Sanskrit were found in Gilgit in extreme northern pakistan, which is basically central asia.
Eventually with time the culture and religious believes of those people spread in to the indian sub continent

My personal belief is that the Rig Veda samhita is a collection of hymns written in many locations of mesopotamia along the routes of migration of the Rig Vedic people which was compiled after the Rig Vedic people reached the Punjab where it was considerably enlarged and hence the predomonance of Punjabi geography. But many other non Punjabi geographies are clearly discernable at least in Griffith's translation.
It is also my personal belief that the Rig Vedic people were disposessed rulers of one or more Mesopotamian states, possibly even the disposessed Mittanni rulers who migrated to the Punjab carrying their royal hymns with them.
The oldest manuscripts are not relevant because Kashmir was a center of learning for Hindu scriptures until the advent of Islam some 700 years ago (and massive destruction of libraries)and the manuscripts were written a couple of thousand years later.
