Imagine Hannibal after Hasdrubal's death in 221 BC subjugates Spain and leaves it in control of Hasdrubal. Rome is placated and instead Carthage liberates the Phoenecian inhabitants of Cyprus and Phoenecia from the decadent Ptolemaic Empire.

The Persians/Sassanians won't like that. Perhaps they will form an alliance with the Egyptians against Carthage?
