This is why the UN remains useless it's agencies useless and corrupt. And why sanctions would never work and have never worked regards the lunacy of the Iranian theological leaders march for nuc weapons and their continuing upgrade of Mil/RDA.
 
What does work? Grab your testicles, squeeze hard and tell the Russians and the PRC to piss off and blockade Iran. Dare them to come forth into the night or day. And if they do...as we used to say in a movement to contact; 'be prepared to fight'. The rest will take care of itself.
