I think all the people that voted before me think civilization means empire, it does not, the city states of Sumer may have been the first civ, but there was never a Sumerian empire, the Akkadians were first, floowed by the Assyrians and some other continous ones, but certainly not Sumer.

And Egypt is probably the first place with a cohesive nation/state identity, but thats differnt as well.

Hehe, you can technically count Sargon of Akkad as Sumerian.
