Like any great general Hannibal knew the magnitude of his gamble. He had lost many of his troops crossing the Alps, but rebuilt again through enlisting escaped slaves. He really wanted to get out, but found himself trapped by accepting the responsibility for his slave army. Had he left their ranks would have fallen apart. When nearly captured he had been on the brink of finding a way out for all, but failed. 

I guess he probably knew of his weakness of being a poor social planner. He failed to set  up the alternative form of government in opposition to the Roman that could have ruled the countryside. He was a soldier and not a politician and that cost him dearly at the council of Carthage. Alexander conquered and brought an alternative form of government.
