The most distinctive characteristic of the states founded by Turks in Central Asia is their organization as federation of tribes. Uighur is one of the members of this federation. Names such as Nine Oghuz, Ten Uighur used for Uighur are also indicative of this situation.
Uighur is a community known and called by several names since Third Century B.C. Uighur people are also known as Töles tribe referring to the Töles River where they lived. Furthermore the Chinese sources mention this community by using several names appropriate for their own pronunciation. According to the Divanül-Lügat- it - Türk (the Compendium of Turkic dialects) written by Kaşgarlı Mahmut, Uighur means “not greedy” whereas Rıza Nur in his work The History of Turks refers to the term of Uighur as “civilized, sociable, peaceful and urbane”. It is also known that Chinese words used to refer Uighur state mean “attacking as fast as a falcon”.
