Which steppe empire did the best job in setting up a bureacracy and administering their conquered territory?

Did these nomads bring the bureaucracy with them, or did they adopt a system already in place among the conquered population?

Surely you're joking. The Mongols, a bureaucracy? Hardly. The only bureaucratic aspect of the Mongols was the election of a new Khan. The Mongols were an Autocracy.

I don't. Steppe is firstly a geographic term but historically, for me it is relavent with nomadic life style.

Central USA is great grassland-steppe, is the USA steppe democracy? I don't think so.

And again you'd be wrong. Anatolia is nowhere near the Pontic or Caspian Steppe. The only connections that the Turks share with the Steppe people is that they once spoke a Proto Indo European language, before moving onto their current language. Why do you post such garbage?

And why, young sir or lady, do you attack me so? You call my post "garbage"! That is a strong insult, and strange since it comes from you!

So can you deny my challenge? You must forward information that is not "second hand" or found within the words of others whose original words are only second hand, or worse!

These sources would not get you very far in a "Court of Law!"

Regards my young historian! Ron

Ron:
(1)I call your posts garbage because you seem to habitually post statements which are not substantiated by any scientific research or evidence. A quick look at an atlas will show you that Anatolia, home of the Turkish people since the Chalcolithic period, is nowhere near the Pontic/Caspian Steppe. Why don't you do some research before posting?
(2) All knowledge is gained as the result of scientific research and peer review, it is then presented to the public as established fact, or in some cases, an individuals opinion. When that opinion is not accepted by other experts, debate usually results in a consensus opinion.
(3) Don't talk to me of "Courts of Law", I spent my entire adult life working within the legal industry, and proper researched and accepted sources are indeed accepted by courts.
(4)I'm not so young as you sarcastically suggest, I'm two years younger than you.
I refer your attention to AE Code of Conduct & Terms of Use VII(A)(3) Trolling.
You deserve to be challenged, you NEED to be challenged when you post misinformation or deliberately wrong information, not to do so could add some degree of legitimacy to your posts, which they certainly don't deserve.
