I don't think you can say the Soviet Union (or the USA) was the most imperialist state. They both wanted to be the major world power, they both used the same tactics (fighting wars in smaller countries, overthrowing hostile governments in sattelite states, etc.). Perhaps the USA was somewhat more active than the SU, but that doesn't make them more imperialist IMO.
