How come I'm on top when I posted 7th after Maersk.
Russia is still the most powerful country in Europe. Here's why.....
No EU country could stand alone in major war, the EU was founded when France and Germany combined their heavy industries after WWII so it would be physically impossible for them ever to have a war with each other again. Now with an EU single economy and manufactering split across many countries no one country has the power of sustained combat without support from the other member states.
UK started WWII with 7,431 aircraft, it built 119,876 aircraft during the war. Thats 27 times the number it started with. In a sustained war heavy industry is more important than starting military. No EU countries has a stand alone heavy industry or the capabilty of entering a non contained conflict without support of the other countries.

I would suppose either Napoleons or the Roman Empire, since they
proportionately controlled or enfiefed or subjugated most of the
European Continent.
However if you asking what European Power had the most power worldwide, then handsdown Victorian England, just because.

The UK and France, good economies and militaries. The Germans are letting their military go downhill.

france holds the biggest stick in continental europe. their the only continental country that has global projection power (the ability to move large amounts of troops accross the globe in a short amount of time) and globally their one of only 4 powers that can globally project power (the others being US, britain and russia (to a much lesser extent than before the soviet collapse)

Russia - being some what patriotic - but as a stand alone nation, militarily it could bring any other country to its knees quite easily. It still has alot of military crap laying around that it could just throw senselessly at any country in Europe and more or less the rest of the world other then the US. (although it would be a close fight none the less - the US is so sensitive about war there days...)
Since going to the army is manditory at age 18* - for about 3 years ... Russia always has millions of people who are trained in kicking ur ass.
Economically - one can look from a couple of perspectives - If u have a strong economy... Russia can destroy it
and when it comes to its own economics... Moscow is now one of the most expensive cities in the world to live in. The economy in general has being stabalizing/growing... and Russia has some along the lines of the 3rd largest concentration of billionaires.

Russia's military is not good anymore. 3000 deserters/deaths a year do not really indicate on high morale among the conscripts, the submarine fleet is on the brink of self-glowing and is rusting away in the Arctic ports, while the airforce has seen better days, having to bring American tourists on flight to afford buying fuel. Just look at the terrible performance in Chechnya against Kalishnikov-equipped fundamentalist, before you claim it would smash any modern Western European army. Not that it really matters though, there won't be any need for that in the near future.
As for the original question, it's quite hard to answer, not knowing what you mean with most powerful. Nonetheless, it's a competition between Germany, the UK and France.

From a military point of view, I'd say Russia, even though it's true it's not at the level of the past anymore. From an economic POV, of course Germany.
But the real powewr is the European Union . . . providing it manages to be a real union

France: Because of decent economy and powerful military. Also holds a certain diplomatic power as well as a veto in UN security council.
Plus France can install a tesla coil on top of Eiffel tower and strike everything dead within range... (a crazy Command and Conquer idea.)

right now, France has the best army (until soeoen actually attacks it and it runs away) Germany the best economy, and the UK maybe in between on both issues, though they do have the Enfielf assault rifle, which rocks hard nuts.

Russia, as our morale is significantly higher during serious war, which is when the nationalist feeling kicks in. Almost no war Russia entered it entered prepared.

Germany. If they had to and things hit the fan, they would develope the industry.Despite the EU, the people have shown what they are capable of and would be self-sufficient.
Russia needs more time.
