It says "The remains which were found in a mass grave are believed to belong to Scythian kings buried about 550 BCE", it is almost the same date that Cyrus the Great conquered the Median Emprie, the site was located in the northeast of Media, about one century earlier Scythians had conquered the whole Media, there was probably still a Scythian kingdom in that region, maybe Cyrus fought against them and the last Scythian king was killed!

According to this source "Scythians" was a very broad definition for the barbarians of central Eurasia. It might explain why some stayed in the east and fathered the Tatars while "other Scythians" settled in northern Iran or produced the barbarians who sacked Rome

agree with Nick1986.. term Scythian was a broad term and very similar to modern term Turan: http://en.wikipedia.org/wiki/Turan - http://en.wikipedia.org/wiki/Turan
 
may be it was some tribal king from Central Asia ?
