Syria receives first Strelets SAMs
Syria ordered the units in early 2003 despite objections from Israel that these Strelets could be transferred or acquired by unauthorised users, namely the Islamic Resistance (the armed wing of the South Lebanese Shi'ite Party Of God - Hizbullah. Damascus originally wanted the standard man-portable Kolomna KBM Igla (SA-18) SAM systems but this request was rejected by Moscow. These were required to supplement Syria's stocks of other Russian-supplied man-portable SAMs such as the Strela-3 (SA-14 'Gremlin') and the much older Strela-2 (SA-7 'Grail'). In addition to being deployed with the Syrian Army, these man portable SAMs are also used by the Syrian Air Defence Command to provide close-in air defence for longer-range static and mobile air-defence systems

Bushmaster APV goes Dutch
Dutch forces in Afghanistan will begin operating the Australian-developed Bushmaster 4x4 mine-protected vehicle following the selection of a joint ADI-Thales Nederland bid under the Armoured Patrol Vehicle (APV) urgent operational requirement. The Netherlands defence ministry awarded the contract to ADI-Thales on 28 July 2006, after evaluating competing tenders. The contract, the value of which was not disclosed, covers the supply of 25 Bushmaster APVs to counter the increased threat from improvised explosive devices (IED) and to a lesser extent land mines in southern Afghanistan, where a Dutch Provincial Reconstruction Team (PRT) is located. In addition to the attributes of the vehicle itself, it is understood that a critical factor in the Bushmaster selection was that the required number of vehicles could be supplied faster than other candidate designs. These included the Krauss-Maffei Wegmann Dingo 2, the BAE Systems Land Systems OMC RG-31 Nyala and the Iveco Light Multipurpose Vehicle

Covert operations: navies seek discreet radars for surveillance
Pulsed radars, being the prime shipborne sensor for surveillance and tactical picture compilation, require high-energy transmissions for range and a short pulse for range discrimination. This has naturally dictated the development of high-power radars that, while offering excellent range and resolution, are easily detected by electronic support measures (ESM) systems well outside radar range, and susceptible to targeting by anti-radiation missiles

Lockheed Martin reveals new UAVs
By Paul Richfield
August 16, 2006
Hard on the heels of its July unveiling of the Polecat high altitude research UAV, Lockheed Martin has revealed plans for a diverse range of new unmanned combat aircraft — some bordering on the exotic.
Among them are an unmanned combat aerial vehicle (UCAV) variant of the F-35 Joint Strike Fighter, a fan-in-wing vertical take-off and landing aircraft known as the Various, a morphing-wing Hunter-Killer, the submarine-launched Cormorant and a hypersonic “deep strike” aircraft called the Falcon.
“This, along with the Polecat, is our way to get back into the unmanned systems business,” said Frank Mauro, director of UAV programs at Lockheed Martin’s Advanced Development Programs unit in Palmdale, Calif., otherwise known as the Skunk Works. “A little of it is playing catch-up; a little of it is leapfrogging forward.”
First up may be the pilotless F-35, which Mauro described as Lockheed Martin’s way of compensating for its absence from the Pentagon’s Joint Unmanned Combat Air Systems (J-UCAS) bid, which aims to provide unmanned strike aircraft for the U.S. Air Force and U.S. Navy.
In operation, manned F-35s would control up to four UCAVs through an aerial wireless Internet setup, Mauro said. This would eliminate the need for satellite communications while allowing the removal of sensors from the drones, which would serve solely as bomb carriers.
Initial plans show the unmanned F-35 retaining its cockpit and canopy, though a follow-on version would eliminate those features and use the space for additional fuel.

U.S., Italian Shipyards in Lead To Build New Iraqi Navy
By ROSS COLVIN, REUTERS, BAGHDAD

U.S. and Italian shipyards are favored to win tenders to build 19 ships and patrol boats for the fledgling Iraqi navy to enable it to take over security of Iraq’s vital off-shore oil terminals, a naval official said.
Commodore Thamir Nasser said 15 patrol boats, four corvettes and two off-shore support vessels would be bought under a two-year equipment acquisition program that would boost the navy’s ability to protect the platforms from terrorist attack.
"I have heard a U.S. shipyard that builds the U.S. Coast Guard vessels and an Italian company will build the boats," the Iraqi Navy’s head of operations told Reuters, referring to the patrol boats and corvettes. He put no value on the tenders.
"By 2008/2009 we will be in a position to take control of maritime security," he said.

The Iraqi Navy is critically short of seaworthy ships to patrol potential terrorist targets such as the Basra Oil Terminal and its smaller sister Khor al-Amaya terminal. Iraq has the world’s third largest reserves of oil.
The two platforms in the Northern Arabian Gulf are the economic center of Iraq, pumping some 1.6 million barrels per day into the holds of tankers berthed alongside and generating most of the government’s revenues.
At present they are guarded against terrorist attack by circling U.S., British and Australian warships and a lone Iraqi patrol boat that has to sail three hours from Umm Qasr to get to the platforms.

SORRY STATE
The navy now is in a sorry state, with most of its patrol boats and smaller fast aluminum boats (FABs) either out of action due to a fuel shortage or because they lack the necessary spare parts or expertise to repair them.
Since the fall of Saddam Hussein’s regime in 2003 it is being rebuilt and its sailors trained by a British-led naval team at their base in Umm Qasr, Iraq’s only "blue water" port.
Italian shipyard Fincantieri confirmed on Aug. 11 it was taking part in a tender process to build four patrol vessels worth about 80 million euros ($102.9 million) and said it believed it had a "good chance" of winning.
"The negotiations are in an advanced phase but have not yet been finalized," said a spokesman for the shipyard, which is 98.8 percent owned by the Italian government.
The U.S. shipyard is believed to be Bollinger Shipyards, which has built the U.S. Coast Guard’s patrol boat fleet. The company was not immediately available for comment on Aug. 11.
An attempt by an Iraqi state company to build patrol boats has not been successful. One of the boats failed sea trials, another still being built sits on a trestle at Umm Qasr. British officials there said they were poorly designed and unsafe.

(Source: US Army; issued Aug. 16, 2006)

WARREN, Mich. --- In a six-week experiment at Fort Knox, Ky., the U.S. Army Research Development and Engineering Command measured how science and technology implemented in Future Combat Systems’ unmanned vehicles enhances soldiers’ capabilities and performance.

"This gave us (Army) an opportunity to see how computer-automated tools can assist with tasks that are conventionally performed by soldiers," said Lt. Col. John Janiszewski, chief of experimentation and analysis directorate for the Army's Unit of Action Maneuver Battle Lab. "It's important that our soldiers become capable of using unmanned vehicles efficiently because their use means fewer soldiers being exposed to dangers of the battlefield."

The experiment centered on two key metrics: autonomous mobility and Crew Aiding Behaviors (CABS) software, which automates such common tasks as route planning and the selection of observation and fire positions in crew stations developed by RDECOM’s Tank Automotive Research, Development and Engineering Center (TARDEC), Army Research Laboratory (ARL). The experiments showed that the use of automated software significantly reduced threat-engagement time and improved the way soldiers controls the robot.

"We are intentionally overloading soldiers," Janiszewski said. "We want to see how many tasks they can handle without interfering with their performance in combat situations."

The TARDEC-ARL touch-screen crew station allows soldiers to create robot behaviors that maximize efficiency in choosing enemy targets. Forward robots detect enemy positions and present targets to soldiers via situational awareness maps. The crew station takes in the information, prioritizes it and recommends a weapon to engage the target. The entire task is completed while soldiers simultaneously control the follow-vehicle and search the screens for "red-force" enemies.

When multiple targets are spotted, the crew station's automated technology prioritizes the enemies and tells soldiers which weapon would most effectively defeat the threat. After the threat is destroyed, the next priority threat moves to the top of the screen for disengagement.

Soldiers use the crew station to give the follower vehicle a manually-specific path, but they may also use automated planning tools to automatically create the follower route.

"The crew-station vehicles have given me better visualization of the battlefield," said Sgt. 1st Class Jeremy Dose, who operated and tested the vehicles. "The best part is that my workload hasn't increased very much, and now I am keeping myself and other soldiers out of enemy fire."

The experiment validates seven years of robotic follower and crew-station technology research, according to Patrick Nunez, TARDEC research scientist and test manager.

"We are trying to make it easier for soldiers to operate manned and unmanned assets simultaneously, while reducing the number of soldiers inside the vehicle," he said.

"Remote warfare technologies could reach soldiers’ hands as early as 2008," Janiszewski added. "The Army has developed a baseline of technologies for future systems that have the potential to be spun-out into current military platforms."

TARDEC will now focus on integrating and improving Solider-robot interaction. "We need to find ways to improve how soldiers communicate with unmanned assets. We want to be able to let soldiers know what the robot is thinking,” said Nunez.

TARDEC is headquartered at the Detroit Arsenal in Warren, Mich. Its mission is to research, develop, engineer, leverage and integrate advanced technology into ground systems and support equipment throughout the life cycle. Its technical staff leads research in ground-vehicle survivability, mobility, intelligent systems, and maneuver support and sustainment.

Russian Military To Practice Repelling Invasion from East

By AGENCE FRANCE-PRESSE, MOSCOW
Russia’s military will practice repelling a foreign invasion during exercises this month in the country’s far east, the newspaper Nezavisimaya Gazeta said Aug. 25.
The exercises will take place on the Kamchatka peninsula some time in the second half of August and will be presided over by President Vladimir Putin, the newspaper said, citing unnamed sources on the military’s general staff.
The aim is to improve cooperation between different arms of the military in “defending the coast from possible armed invasion,” the newspaper said.
”The ‘conditional opponents’ are not abstract terrorists but the armed forces of real states,” the paper said.
Taking part will be 5,000 servicemen, 20 ships, nuclear submarines, artillery and air defense forces, the newspaper said.
The exercises will be a continuation of staff-level exercises that took place last month, the paper said.
The military will practice “repelling a coastal landing by foreign forces, cutting the naval communications of the conditional opponents and fighting

Iran Tests Tactical Missile During War Games
By AGENCE FRANCE-PRESSE, TEHRAN

Iran test-fired a short-range missile on Aug. 20 during the second day of nationwide military exercises in a demonstration of its readiness to “respond to any threat,” state television reported.
The surface-to-surface missile, called Saegheh or lightning in Farsi, has a range of between 80 and 250 kilometers (50 and 155 miles).
”The upgraded Saegheh missiles have been tested today,” Iranian Brigadier General Kiumars Heydari was quoted as saying.
”Surface-to-surface as well as surface-to-sea missiles built by domestic defense industries with considerable range, high precision and large production numbers, will enable us to prevent any type of threat.”
The missile was test-fired from Kashan, 200 kilometers (120 miles) south of the capital Tehran as part of the massive war games which began Aug. 19 with the aim of testing new weapons and tactics against a potential enemy.

Twelve army divisions along with air and naval forces and missile units are involved in the military operation, named “Zolfaghar Blow” after the two-point sword of Ali, the cousin and son-in-law of the Prophet Mohammed.
The exercises, which began in the restive southeastern province of Sistan-Baluchestan, will continue in 15 other provinces around Iran.
In April, the Islamic republic unveiled a wide range of weaponry such as multiple-warhead missiles, high-speed torpedoes and radar-evading anti-ship missiles during a week of exercises in the strategic Gulf waters to the south.

The latest operations come amid rising international tensions over Tehran’s nuclear program, which the West fears is a cover for efforts to build an atomic bomb.
Iran has two bodies of armed forces, the traditional army and the elite Revolutionary Guards, an ideological army, equipped with terrestrial, naval and air units. All are under the command of supreme leader Ayatollah Ali Khamenei.

The U.N. Security Council has given Iran until August 31 to halt enrichment and reprocessing activities or face possible sanctions.
But Iranian foreign ministry spokesman Hamid Reza Asefi told reporters Sunday that a freeze of the nuclear work was “not on the agenda.”

U.S. Navy’s Last Gun Cruiser Goes To Scrapyard
By mailto:ccavas@defensenews.com?subject=Question from DefenseNews.com reader - CHRISTOPHER P. CAVAS

The last all-gun cruiser in the U.S. Navy’s inventory is finally headed for the scrapyard.
The cruiser Des Moines began the long tow to Texas on Aug. 21 from a storage facility in Philadelphia, where it had been kept for 45 years. Although the Navy planned to get rid of the ship more than a decade ago, disposal was put off while several preservation groups attempted to preserve the Des Moines as a museum ship. None of those efforts came to fruition, and the Navy decided in May to scrap the ship.

On Aug. 21 — the same day the ship left Philadelphia — a $924,000 contract to dismantle the Des Moines was awarded to ESCO Marine of Brownsville, Texas. Under tow by the Navy salvage ship Grasp, the Des Moines is expected to arrive in Brownsville around Sept. 6, according to the Naval Sea Systems Command.

The Des Moines, commissioned in 1948, was one of three heavy cruisers designed during World War II and completed in the years afterward. The Des Moines, Salem and Newport News were the largest heavy cruisers ever built and were longer than some contemporary battleships. Measuring 717 feet in length and displacing more than 18,000 tons, they were the only cruisers to mount rapid-fire, automatic 8-inch guns — the feature which caused the Navy to retain the ships far longer than earlier cruisers.

The service considered recommissioning the ships in the early 1980s during the Reagan-era arms buildup, but decided against it as the costs were similar to those needed to return Iowa-class battleships with 16-inch guns to service. All four battleships were recommissioned in the 1980s but returned to mothballs with the end of the Cold War.

Taiwan To Boost 2007 Military Spending, Warns of China Hostility
By AGENCE FRANCE-PRESSE, TAIPEI

Taiwan’s cabinet Aug. 23 decided to increase military spending by nearly 30 percent next year as President Chen Shui-bian warned of rival China’s continuing hostility towards the island.

The cabinet approved a draft bill proposed by the defense ministry calling for 323.5 billion Taiwan dollars ($9.86 billion) in spending next year, a rise of $71 billion, or 28.1 percent, from the current year.
The planned military spending, pending the legislature’s final approval, would account for 18.7 percent of the government budget for 2007, up from 15.3 percent the preceding year.

Much of the extra spending would be used to buy advanced U.S.-made weaponry as part of the island’s efforts to boost its defense capability against China, the defense ministry said.
Chen, from the independence-leaning Democratic Progressive Party, defended the planned increase during a visit to Kinmen, a fortified island group off China’s southeastern city of Xiamen.

”Peace should not be founded on the enemy’s goodwill...only by building a strong defense force could any invasion attempt be deterred,” Chen said as Taiwan marked the anniversary of a Chinese communist bombardment of Kinmen in 1958.

”Over the past nearly 50 years, although no large-scale military conflicts broke out in the Taiwan Strait, it by no means an easing of the military threat from China,” Chen said.
”So far, the People’s Liberation Army have deployed more than 800 ballistic missiles targeting Taiwan, four times more than when Ah-Bian (Chen’s nickname) was elected president in 2000,” he said, adding that the number of missiles is rising at the rate of 120 per year.

In a bid to boost its military arsenal against a perceived threat from archfoe Iran, Israel has signed a contract with Germany to buy two submarines capable of carrying nuclear weapons, a newspaper report said Aug. 23.

Under the contract signed in July, the two Dolphin-class submarines, called U212s, will be assembled in Germany and fitted with a propulsion system allowing them to remain underwater for far longer than submarines already in use by the Israel navy, the Jerusalem Post said.
The state-of-the-art submarines, manufactured by Howaldtswerke-Deutsche Werft AG, will be bought by Israel for $1.27 billion, a third of which will be financed by the German government, the English-language daily said.

Israel’s defense ministry said it was unable either to confirm or deny the report.
The navy already has three German submarines — the most expensive weapon platforms in Israel’s arsenal that are also thought to be able to carry nuclear weapons.
Israel has never acknowledged possessing a nuclear arsenal although it is widely believed to have one.
Germany donated the first two submarines after the 1991 Gulf War and split the cost of the third with the Jewish state.

The Jerusalem Post also said the navy was considering installing an underwater sonar system off the coast to detect foreign submarines.
In November 2004, Israel spotted a mystery submarine in its territorial waters, which a naval official said was a foreign vessel on a spying mission.

The report of the sub purchase came a day after a cabinet minister and former Mossad spy warned Israel should prepare for a ballistic missile attack by Iran, its arch enemy and one of chief supporters of Hezbollah, against whom Israel waged the month-long war in Lebanon.
”Iran has threatened to attack U.S. with its ballistic missiles and we should prepare behind our lines and civilians for such an attack,” said Pensioner Affairs Minister Rafi Eitan, who is a member of Israel’s security cabinet.
A senior cleric in the Islamic republic — facing a showdown with the West over its nuclear program — has warned that if Iran is attacked by the United States and Israel, it will retaliate with ballistic missiles aimed at Tel Aviv.

Israeli officials have accused Iran of orchestrating Hezbollah’s cross-border raid on July 12 that sparked the Lebanon war in order to draw the world’s attention from Tehran’s nuclear program.
They now fear that Israel’s failure to destroy the guerrilla Shiite militant group during the war — widely celebrated across much of the Middle East as a resounding defeat for the Jewish state — will further boost the confidence of Iran, whose leaders have called for Israel to be destroyed.

Here's an interesting article and one might take note of the various nations interested in the upgrades....seems obvious why.

Iran, North Korea Spur PAC-3 Missile Demand: Lockheed
By JIM WOLF, REUTERS

Fears of North Korea and Iran seem to be spurring broad interest in Patriot PAC-3 missile upgrades, an executive of Lockheed Martin Corp., the prime contractor, said on Aug. 23.
The Patriot Advanced Capability-3 (PAC-3) missile is described by the company as the world’s top defense against tactical ballistic missiles that could carry nuclear, chemical or germ weapons as well as cruise missiles and aircraft.

Nine nations have bought a version of the Patriot air defense system that entered production in 1980 -- Saudi Arabia, Kuwait, Japan, Taiwan, Greece, Germany, the Netherlands, Israel and Spain. Raytheon Co. is the systems integrator.
"So all of these guys are interested in this (upgraded) capability," said John Ward, vice president of international business development for Lockheed’s Orlando, Florida-based Missiles and Fire Control unit.
An upgraded Patriot PAC-3 battery, including radar, could cost $500 million, depending on how many launchers were included, he said.
Ward spoke to Reuters after a briefing on Lockheed’s role in the multibillion-dollar, layered, U.S. shield against missiles of all ranges in all stages of flight.

The company declined to comment on the potential value of its missile-defense business or its share of annual revenues.
Bethesda, Maryland-based Lockheed, the Pentagon’s No. 1 supplier, announced its first international sales of PAC-3 missiles in January 2005. As part of a $532 million contact with the U.S. Army, it said 32 missiles would go to the Netherlands and 16 to Japan, of a total 156 due to be delivered to the army this year.
Ward said Japan asked for speeded-up delivery of its PAC-3 missiles after North Korea test-fired seven missiles starting on the July 4th U.S. Independence Day holiday despite an international push to dissuade Pyongyang.

In addition, Japan has written to the United States seeking cost and pricing data on 16 more PAC-3 missiles, doubling its possible purchase, he said.
"And I think that was a direct result of this firing of the North Korean missiles," Ward said.

I agree the Patriot system is very overrated but it actually does work. And the PAC 3 could probably have some success against the junk N.Korea launches. Maybe even more then its usual less then 10% success rate heh. Long distance launches are about the patriots only strengths. The Chinese are testing a missile like the Patriot as well which is probably using "barrowed" tech.

Patriot's two main problems.
1) It was designed as an anti aircraft weapon. And it was modified to be an ATBM. The inherent limitations of being a modified rather than a new design showed themselves in both the Iraq wars. Any high altitude SAM might shoot down a RV, but reliably? I doubt it.

2) Any place a Patriot is deployed will probably be a high value target anyhow, and be the destination of multiple ballistic, cruise and aircraft sorties . The battery would be overwhelmed.

The Russians have a dedicated ATBM system around Moscow, its doubtful it could protect it,

the PAC 3 is OK from what i read (they did have fire control issues in the second gulf war), the isreali arrow 2 is much more powerful thing but agian only good for the olders style scud types. Isreal i think is intergrating both into a two layered system, which would offer a extended level of defence. all this means that your enemy cant just lob in the couple here and there and expect a hit (like saddam), they would need to fire allot more and/or upgrade their missiles  to get through.

Once you pitched agianst a very modern ICBM which has multiple + fake war heads that can indendanty manuver on the entry then your screwed with whatever system.

With HMS Karlstad, christened yesterday, the Swedish Navy now has five Visby-class “stealth” corvettes, two of which are shown here during high-speed maneuvers. (Kockums AB photo)
HMS Karlstad, the fifth and final vessel of the Visby series, was christened today, Thursday August 24th 2006, by Director General Marie Hafström, Swedish Armed Forces.

The impressive ceremony was held at Kockums in Karlskrona, Sweden, in the presence of guest of honour Birgitta Samuelsson, Chairwoman of Karlstad Local Council. She presented the commander of the new vessel, Commander Carl David Philipsson, with a figurine of a young woman, portraying Sola, a waitress in 18th century Karlstad who was renowned for her sunny nature and became a symbol for Karlstad’s sunny atmosphere. The commander and his crew promised that it would naturally be awarded a place of honour aboard the new vessel.

The many other guests attending the ceremony included Director General Gunnar Holmgren, Swedish Defence Materiel Administration (FMV); Rear Admiral Anders Grenstad, Chief of the Royal Swedish Navy; Eskil Erlandsson (Centre Party), Chairman of the Parliamentary Standing Committee on Defence and, from ThyssenKrupp Marine Systems, of which Kockums is a part, Christian Eckel and Torsten Köncker. Kockums was officially represented by acting CEO Ralf Kube.

HMS Karlstad, in common with the other vessels of the Visby series, is constructed of carbon fibre, featuring full stealth capability, making her almost impossible to detect with radar or other sophisticated sensors, such as IR imaging equipment.

HMS Karlstad is designed as part of Sweden’s new rapid reaction force and is well equipped to fulfil this role. The ability to see and hear all, while remaining undetected oneself, offers a number of tactical advantages. The commander can also decide to exit stealth mode, should he wish to reveal his presence, and then “vanish” again.

HMS Karlstad can handle everything from Mine Countermeasures (MCM), Anti-Submarine Warfare (ASW), surface combat, marine surveillance and maritime protection to general maritime support. She is also designed to provide emergency support at the scene of marine accidents and to participate in international peacekeeping missions. HMS Karlstad and her sister Visby-class vessels constitute a very considerable addition to the operational strength of the Royal Swedish Navy.

HMS Karlstad’s crew comprises 43 men and women, of whom 16 are conscripts. The vessel is 72 metres long, with a draught of 2.4 metres. She will displace 650 tonnes when fully fitted. Powered by a combined diesel and gas (CODAG) turbine arrangement, she has a top speed in excess of 40 knots, precise figures being classified.

“The Visby corvettes enhance the strength of the Swedish Navy and offer a considerable advance in flexibility,” said Ralf Kube, Kockums’ acting CEO, addressing the assembled guests. He expressed his thanks to FMV for excellent cooperation throughout a highly complex and forward-looking project.

Two More Warships Readied for Taiwan
By mailto:ccavas@defensenews.com?subject=Question from DefenseNews.com reader - CHRISTOPHER P. CAVAS

The second pair of U.S. Navy Kidd-class missile destroyers is set to head to Taiwan, completing a 2003 deal that significantly improves the island nation’s surface fleet.
The Tsoying (former USS Kidd) and Makung (former USS Chandler) are conducting sea trials off the southeastern U.S. coast, according to a spokesman for VSE Corp., which is handling the overhaul and modernization of the ships in Charleston, S.C. The destroyers are expected to leave Charleston on Sept. 3 and head to the Far East.

An earlier pair of ships was delivered last year. The Keelung (former USS Scott) and Suao (former USS Callaghan) completed their trials in October and were commissioned into Taiwanese service on Dec. 17.
The four ships originally were ordered by the Shah of Iran as missile versions of the U.S. Navy’s Spruance-class destroyers. Built by Litton Industries at Pascagoula, Miss., they were taken into U.S. service after the Shah’s fall from power and entered service in 1981 and 1982.

The ships are armed fore and aft with twin Mk 26 missile launchers, a system that has been replaced in the U.S. Navy by vertical launch systems. Decommissioned by the U.S. Navy in 1998 and 1999, they were offered to several nations before Taiwan agreed to purchase the ships.
Two more ex-U.S. ships, the minehunters Oriole and Falcon, are expected to be sold to Taiwan next year.

In another deal, the U.S. Navy and India reached an agreement on July 31 to transfer the amphibious transport dock Trenton when the ship is decommissioned in January, according to the U.S. Navy. The Trenton will be the first former U.S. Navy ship taken into Indian service and the largest amphibious ship India has operated. The handover of the Trenton will be done on a “hot transfer” basis, where the American crew hands off directly to the new Indian crew.

http://www.defensenews.com/story.php?F=2056764&C=airwar - Turkey Sets Out Missile Defense Program
Turkey’s government has given the financial go-ahead for a nearly $1 billion program to shoot down ground-to-ground missiles, launching what industry sources and analysts predict will primarily be a U.S.-Russian competition.
Ankara’s move comes as the United States and Iran head for a showdown over Tehran’s efforts to develop nuclear technology and medium- and long-range missiles. Iran is Turkey’s eastern neighbor.
A top procurement official in Ankara said that Treasury officials, on orders from Prime Minister Recep Tayyip Erdogan, have agreed to finance the medium-range, surface-to-air missile defense program that aims to build a modest but costly shield to protect Turkey’s militarily and strategically important locations. http://www.defensenews.com/story.php?F=2056764&C=airwar - [ MORE ]

Iraqis to Take Control of Their Army, Air Force, Navy

By Gerry J. Gilmore
American Forces Press Service

WASHINGTON, Aug. 28, 2006 – The Iraqi government is slated to assume control of its soldiers, sailors and airmen sometime next month, a senior U.S. military officer told reporters in Baghdad today.

The Iraqi Ministry of Defense, through its joint headquarters in Baghdad, will assume operational control of the Iraqi army, as well as the country’s air force and navy, in early September, Army Maj. Gen. William B. Caldwell, spokesman for Multinational Force Iraq, said at a news briefing.

“This is a significant step in the Iraqi path to self-reliance and security,” Caldwell said. “What this means is that the Iraqi Ministry of Defense is prepared to begin assuming direct operational control over Iraq’s armed forces.”

Iraq’s 3-year-old armed forces have “been rebuilt from the ground up as a modern and effective fighting force,” Caldwell said. Iraqi army divisions have fought alongside coalition forces under the commander of the Multinational Corps Iraq, he added. Coalition forces also have worked to train the new Iraqi army, which now stands at about 115,000 soldiers.

Laser-Cannon AC-130 Tests Begin
By mailto:brolfse@defensenews.com?subject=Question from DefenseNews.com reader - BRUCE ROLFSEN
A laser-cannon version of the AC-130 gunship has begun flight testing, according to U.S. Air Force and Boeing Co. officials. The “low-power” flight tests began Oct. 10 and continue through the fall.
The flights over the White Sands Missile Range in New Mexico involve evaluating how well the laser gunship’s target tracking system works. A low-power, solid-state lasers serves as the surrogate for a high-powered chemical laser still being developed.
The high-powered laser was fired for the first time on Sept. 21 in ground tests at Albuquerque, N.M., an achievement known as "first light," a Boeing statement said. The ground tests will continue through the fall.
In 2007, Boeing will install the high-powered laser in the C-130H and fire the laser at ground targets. The laser beam will be fired through a rotating turret mounted into an existing 50-inch-diameter hole in the C-130H's belly.

New Anti-RPG Technology Proves 80% Successful in Tests: NATO
By mailto:btigner@defensenews.com?subject=Question from DefenseNews.com reader - BROOKS TIGNER , BRUSSELS

NATO allies have moved closer to equipping their helicopters with an added layer of passive protection against rocket-propelled grenades (RPGs) after recently testing new prototype technology, the alliance said Oct. 19.
The announcement follows the successful Oct. 10 testing in Bulgaria of anti-RPG technology. Results point toward an 80 percent probability of protection.
“Participants saw that only one in nine shots exploded,” Nikolay Yankov, Bulgaria’s national armaments director, said in a statement. “This is a dramatic improvement from last year’s testing.”
Noting that rocket-propelled grenades “are extremely dangerous threats to helicopters” during take-off, hovering and landing, Lt. Col. Krassi Kouzmanov of NATO’s Defence Investment Division, who observed the trial, said, “This technology will help diminish that threat.”
The passive-protection technology was a collaborative effort between Bulgaria’s Ministry of Defense and its national Academy of Science, though Greece and Poland are also involved. The technology remains to be tested in actual field conditions, however.
Thus, the next step is to fit it to a helicopter so that “RPG debris impact and the influence of different weights and shapes can be measured,” according to NATO, which said more testing will be required before the technology is judged viable for use by allied forces.

US Rejects Finnish Request for Cruise Missiles

(Source: STT Finnish Government news; issued Feb. 2, 2007)

US officials have rejected Finland's request to buy Lockheed Martin joint air-to-surface standoff missiles (JASSMs) for the Finnish Air Force's 62 McDonnell-Douglas F-18 aircraft, Helsingin Sanomat reported Saturday.

The cruise missiles, with a range of more than 370km and a 450kg warhead, would have been part of a wider F-18 update package.

Currently the Finnish `Hornets´, lacking surface strike armament, are prefixed F for fighter instead of the standard F/A for fighter/attack.

Helsingin Sanomat drew the conclusion that the decision not to allow the sale was a sign of lukewarm relations between the two countries.

South Korea Seeks F-15K Stablemate

February 20, 2007: South Korea is buying another twenty modern fighters, for $120 million each. While South Korea has already bought 40 F-15K (a variant of the F-15E) for $115 million each, they are examining the Russian SU-30, European Eurofighter and French Rafale. This is partly to show the Americans that they do not have a lock on additional F-15K sales. So far, 18 F-15Ks have been delivered, and the South Korean air force is happy with them. But if other contenders come in with an offer they can't refuse, South Korea will seriously consider it. The decision will be made by next January, for aircraft to be delivered within two years.

Lockheed Martin Compact Kinetic Energy Missile Successful In Final Flight Test

A Compact Kinetic Energy Missile (CKEM) launch.
by Staff Writers
Dallas TX (SPX) Feb 21, 2007
The U.S. Army and Lockheed Martin has conducted a successful flight test of the Compact Kinetic Energy Missile (CKEM) against a T-72 tank recently at Eglin Air Force Base, FL. All objectives for this test were achieved. The T-72, equipped with Enhanced Reactive Armor, was engaged at a range of 3400 meters. The flight evaluated CKEM's lethality while also gathering missile guidance and performance data.

This was the last scheduled launch under the current CKEM Advanced Technology Demonstration (ATD), and was conducted with the Aviation and Missile Research, Development, and Engineering Center.

Two key advantages of CKEM are its deployability and tremendous overmatch in lethality. The CKEM Weapon System provides increased countermeasure effectiveness and survivability while allowing the soldier to engage the toughest and most sophisticated targets.

CKEM's ATD demonstrated a path forward for a smaller, lighter KE missile that can be integrated on to both current and future combat platforms and has the ability to fill current lethality gaps against enhanced reactive armor and active protective systems. CKEM will be particularly effective in bridging the Army's capability gaps identified for the Infantry Brigade Combat Team and the Stryker Brigade Combat Team by ensuring lethality at both close and extended ranges.

"There is nothing as incredibly powerful as CKEM when it comes to Line-of-Sight engagements," said Rick Edwards, vice president - Tactical Missiles for Lockheed Martin Missiles and Fire Control. "CKEM's proven hit-to-kill technology is the only successful system which will fill FCS lethality gaps for close and extended engagements."

Lockheed Martin received a $78 million contract in 2003 for CKEM's ATD phase. CKEM is the next generation kinetic-energy missile. It is less than 60 inches long and weighs less than 100 pounds, yet has an extended range for direct fire, line-of-sight engagements and provides the Infantry Brigade Combat Teams, Stryker Brigades and Future Combat System platforms needed lethality overmatch against all potential target sets.

Raytheon HDAM Missile Successful in Test Flight Against Low-Power Radar Source

(Source: Raytheon Company; issued Feb. 21, 2007)

TUCSON, Ariz. --- Raytheon Company's HDAM missile completed a series of free-flight tests by successfully engaging a radar system emitting low-power levels - a new accomplishment for an anti-radar missile. HDAM stands for HARM destruction of enemy air defense attack module.

The new HDAM variant adds INS/GPS (inertial navigation system/Global Positioning System) capability to the battle-proven HARM (High-speed anti- radiation missile), greatly improving HARM's effectiveness while eliminating the possibility of fratricide. Earlier test flights validated the missile's improved software and INS/GPS capabilities.

The third and final U.S. Air Force free-flight test of HDAM was the most challenging as the missile was fired against a low-power emitter. To fully test the missile's capability, the HDAM only looked for a low-power emitter source at a very close range to the target. In spite of these severe challenges, the missile successfully detected, engaged and attacked the low- power source.

The flight took place at the China Lake Test Range, Calif. The missile was launched 25 nautical miles (approximately 29 statute miles) away from the target by a Block 50 F-16 that was flying 0.8 Mach (more than 500 mph) at 25,000 feet. The HDAM then demonstrated its ability to execute the fastest time-critical attack of any air-to-surface weapons available to U.S. forces today. Results met Air Force expectations with a high level of target probability of destruction assessed.

Britain in Talks with U.S. on Hosting ‘Son of Star Wars’
AGENCE FRANCE-PRESSE, LONDON

http://www.defensenews.com/story.php?F=2576981&C=europe">
Britain said Feb. 23 it was consulting with the U.S. about possibly hosting part of a U.S. "son of Star Wars" shield against a feared missile attack from rogue states like Iran and North Korea.
Washington announced in January it had begun negotiations with Poland and the Czech Republic to install a radar and 10 long-range missile interceptors, angering neighboring Russia and stirring an outcry in Europe.
The U.S.-British talks are at a very early stage with Britain bidding to be "kept in consideration" as a possible location for the system, a spokesman for Prime Minister Tony Blair said.
The confirmation came after the Economist weekly reported that Blair had been "discreetly waging a campaign" for several months because he believed the system would make both Britain and the U.S. more secure.
It said that a new missile silo could be sited at an existing US military base in Britain, though not at RAF Fylingdales in Yorkshire, which is home to early-warning radar equipment used in the system.
The magazine said Washington must still decide where in Europe to locate the silo, but it cited U.S. studies calling Britain an ideal site for tracking and engaging a missile in "mid-phase" as it travels through space.
It quoted U.S. officials as saying that the interceptors are purely defensive weapons that are just chunks of metal without warheads that would destroy ballistic missiles through impact in space.
The BBC said Blair has discussed the shield with U.S. President George W Bush and the prime minister’s chief foreign policy advisor, Sir Nigel Sheinwald, has been working with the US National Security Council on the issue.
Blair’s spokesman said: "We have certainly been engaged in conversations with the US about this." But he could not confirm the BBC report.
He said that the Economist piece went "too far" in its description of the discussions, although he did not elaborate.
"The objective of these conversations was to make sure that the UK is kept in consideration to be one of the locations for the system should the U.S. press ahead with the system," he added.
"These discussions are at a very early stage," the spokesman said. "No party to these discussions has got as far as discussing the specifics."
Liam Fox, the main opposition Conservative spokesman on defense, told BBC radio that the government must explain whether the shield was "applicable and practical" and outline the nature of the threat against which it might be used.

No I have not.  And where you got that idea is beyond me.. As that comment might be inferred as not only insulting but inflammatory.

But as I will assume you did not mean it in such a fashion, I will respond.

I did serve in the US military for many a year....and part of what I did was force modernization and analysis as an Operations officer. As a training and liason officer; I then instructed trainers to be trainers and students who were assigned to my higher command in Air-Land- joint operations....specifically integrated Attack/Recon helicopter operations....CAS... Indirect fires and as required Naval gunfire. I also interacted with a number of allied forces in the same capacity.

As I noted that was part of what I did. My affection for the Title thread should then become obvious.

A force mod long over due? many believe it.

It's more probable then the counter which generally revolves around concerns of 'escalating arms races.....' a term more applicable to the early later half of the 20th ce. when the world's realpolitik agenda was quite different.

Those in the know have wondered for a while now; why given it's resources and alliances and re-emergence as a signficant world player it hadn't already occurred. The answer to that lie partially, in the Russian economies re-organisation (and governmental retaking of control of that in part) and or as much as the last of the covert die-hard communist ideaologists that yet remain with signficant influence..... pressing for RDA and modernization....which had been their usual method. And also as usual it sends a message.

I still want to know where they are going to get the advanced diesel submarines that they need as a minimum deterant.  I last heard that the Taiwanese needed four.  That number has probably grown to six or more.

For those confused with why the Army would have had ships.... it's because 'a' mission of the US Army Transportation Corp requires an ability to move intra-regionaly upon waterways of the interior of a country  and not the approach by sea to a specicifc port or country.

Consequently the purchase of these ships would have required a training, maning and maint requirements and additions to their budget that already exsists in the Navy...that will probably recieve additonional funding but no mega millions in 'start-up' funding.

That' typical of forcemod RDA anywhere and leads either to upgrades and modifications based on stolen or developed tech and cost overrides in either case.

When it's no longer worth the cost...it's usally upgrades not new production. Similar bugs encountered by the US Navy delayed SLTomahawks years ago for example.

Mace is supersonic intercontinental missile that has problem within,it's  speed! It is three stage projectile and speed makes it so fast that is needed, fast separation of stages.Until this is not achieved, precision will fail!I agree you need long testing and developing time for new technology gadgets that cost tax payers, billions of dollars.

Not suprised as the Indian Df mods and upgrade have continued for several years. Given the always struggle between cost analysis, RDA and final production their move to LCH's is predictable. It's a good unit with capabilities as noted that serve their long range needs better then more costly heavy attack birds...at this point.

I do, it seems, enjoy it as much as do you!

But, I have also had some "cross-training" with the Navy Seals, that is "Seal Team One", located at Coranado, CA.

A bunch of old guys, seemed to me, at least, show up these guys in a head to head conflict. But, that was years ago, but I still have my diploma. (Proof)

Yes, for the most part they were younger, faster, etc., but I did not find them "smarter!"

But, kudos for the great job Team Six (which does not really exist with that name) did in controlling the scene at the execution site of Ben-laden!

Kudos Seals! (also the team from the CIA!)

Best is subjective. Fighter jet is a description of the power-plant mechanism which allows the frames propulsion.

Consequently one must examine in more specific the airframe...engine...avionics...communications...range...rate of turn....thrust to weight...flight ceiling ratios...defensive capabilities and posture..performance in mission assignment...weapons systems and effectiveness and conventional fly ability by a pilot...before any significant determination can be reckoned.

And last but not least are the abilities of the nation state to produce consistently similar numbers to  include replacement parts and components and major end line items to insure adequate numbers for maint and replacement as they reach operational maturity. Hopefully this also includes ongoing RDA to insure continued improvements and or necessary modifications as the strat and tac conditions require and cost effectiveness.

All of these considerations are wed to the initial operational requirement as determined by the threat analysis in which production is designed to counter.

The headline of the article is a "piece of junk".  I doubt the Chinese navy has ever claimed that their carrier was competitive with U.S. carriers or that it was going to alter the balance of naval power in the Pacific.   Instead, the Chinese view their carrier as one step among many.  The Chinese arealso  increasing their ability to take rapid steps.

In fact this is similar or same with  http://en.wikipedia.org/wiki/Nikolai_Gerasimovich_Kuznetsov - Nikolai Gerasimovich Kuznetsov class of air carriers:
http://en.wikipedia.org/wiki/Russian_aircraft_carrier_Admiral_Kuznetsov - http://en.wikipedia.org/wiki/Russian_aircraft_carrier_Admiral_Kuznetsov
Russian philosophy for air carrier  was:If we created fast and efficient missile, air carrier would not be needed .Navy generals in Russian army have positioned themselves on new fleet of 6 air carriers!
