That's the Parlament. It means literally the Courts. In singular (corte) can also be used for a tribunal.

las Cortes Generales del Reino) has the emphasis in the first syllabe [KOHR-tehs]. Corts has the emphasis in the last syllabe [kohr-TEHS] instead.
