i was gonna say it's either in Isfahan, Kashan or Yazd but it's in Isfahan for sure, Look at the bottom of the photo "http://???2.isfahan.ir"

As you can read here: http://www.netiran.com/?fn=artd(809) Pigeon houses in Isfahan and other cities of Iran were mostly used as large fertilizer producing centers that were of high importance in the agriculture sector.
