My father is from this town, and he says they are not a Luri people, despite it being in the province of Lorestan. Why is this so?

Borders do not define ethnicities. Just because place is within the borders of a geographic entity called Lorestan does not mean everyone in that region is Luri.

People of Borujerd are certainly Lur but they speak a dialect of Luri language which is more similar to Persian, of course this city is in the north of Luristan and it can be said that Borujerdi dialect is closer to dialects of some southern cities of Hamedan and Markazi provinces than Lurs of southern Luristan.
