The link seems incomplete. For example, it does not include states like Taiwan, Argentina, Bazil etc that expressed an interest in nuculear weapons in the past and could build them today if they really wanted to.
Also Germany and Japan. Japan could probably become a nuclear power in a year; Germany 5 years. Japan has pretty much all the infrastructure set up, she just need the final step, Germany will need to setup the infrastructure, but in either case the techical ability and known how is very obviously there.
The head of the primary Japanese opposition party, Ozawa Ichiro, once said that Japan had the capability to build several thousand nuclear warheads if it so desired. The funny part is that he said this in China, and followed it up by saying that the Japanese could defeat the Chinese if they started a nuclear arms race. Thats the great thing about Japanese politics, a conservative ruling party, and an even more conservative opposition. Makes for very interesting study.
