What sort of troops would Vlad the impaler have had at his command? and what were his tactics? (military battle tactics, I already know about the whole impaling thing) and what sort of armor would they have had?

While the French had pikemen and the English billmen, in Eastern Europe the infantry comprised scythemen raised from the peasantry.The blade of an agricultural scythe was straightened and attached to a long pole to function as a type of spear or slashing weapon

Hungarians also used many captured Turkish weapons. Their sabre is a locally-produced copy of the scimitar and their national costume (the dolman and fur-lined pelisse) is based on the uniform of Turkish soldiers

The costume worn by Vlad would eventually become the Hussar uniform, adopted by Austrian, German and French armies out of respect for the Hungarians' bravery
