I was wondering if the Chinese Type 99 MBT which is China's latest and most advanced main battle tank to date stand up to Western(mainly US armor) in conflict?

No, it cannot. 
 
But in fairness to the Chinese tank, it is not marketed as being a true equivelant vehicle to modern western heavy Tanks (M-1, Challenger, Merkava, LeClerec or Leopard).   Unlike the Indians, the Chinese have opted not to attempt to build a  western style heavy tank.  This due to having observed India's difficulties with the Arjun and because Chinese planners do not see alot of massed tank on tank scenarios with western forces in the future. Therefore, recesources are better spent elsewhere.
 
The Type 99 is, however, a capable tank and serves a a credible defensive deterrant to forces armed with modern western tanks.

.. and they will always have the numbers to make up for any technological gaps. Focus for the PRC is the navy and air arm.

Yes, it can. It depends on many factors, far more than a dicussion of gun and armour. Crew training is a more obvious one, but you also need to keep in mind logistics, the M-1 needs  a lot of fuel and maintainance, also it was designed with the European Battlefield in mind, more speicfically the Fulda Gap sector.
