How is Peter the Great a legend?

I am unsure actually of what you mean by legend. You put down King Arthur who is believed to be a legendary figure, but then Peter the great a historical figure. So by legend do you speak of the characters reputation?

A historical figure can be the object of legends. For example the Hungarian king Matthias is the protagonist of many Hungarian(etc.) tales.

There are also the Saints like St. Laszlo if Hungary or Joan of Arc etc.

Hmmm, I'll see what I can remember (a mix of fictional and real characters);

France - Pascal, Descartes, Charlemagne, Napoleon
England - Sherlock Holmes, Robin Hood, King Arthur, Churchill (mostly fictional characters, really!)
Germany - Gthe, Kant, Nietzche, Bismarck
Scotland - William Wallace (Freeeeeeeeeeeeeeeedooom!)
Greece - Socrates, Plato, Aristoteles, Pitagoras, Euclides and many other great minds; Achilles, Alcibiades, Leonidas, Alexander the Great; Venizelos (for Modern Greece)
China - Confucius
India - Buddha, Gandhi
Albania/Macedonia - Agnes Gonxha Bojaxhiu or more commonly known as Blessed Mother Teresa of Calcutta

And many others I just can't remember now.

If Ziya was referring to Iranian soil by South Azerbaijan, then Zagros' answer was good indeed.

Aside from that, Abdullah Ocalan is the biggest enemy of Turkish citizens, especially the ones who live in Southern-Eastern Anatolia.
