Well to begin with Prussia no longer exsisted as a state perse during WW2.
But in general, that's a fiction that's been perpetrated for years.
While we can conclusively say that Germany was responsible for initiating WW2. There were many hidden partners, covert and overt, in their ideologies of anti-Semitism and expansionism. Not to mention the appeasement of their publically stated intent as early as 1936.
WW1 on the other hand is even more complicated.
Whether it's unfair is moot. More importantly is that it is not entirely accurate to represent Germans as acting alone.
That's no defense for their later atrocities, but non the less accurate.
