They are nearly the same.The mongols also used the parthian shot (sometimes even better than the Turks)But I thnk Turkish HA are better than Mongols in hand to hand combat.

Mongols did prove their meddle. I wonder what would have happened if it was the Great Seljuks under Alp Arslan against the Mongols?

yes time period for each partry matters, whoever is freshest from the steppe (probably the Mongols then) is likely to have retained more raw naturalistic skill.
